Approved strategy region
Murmansk Region adheres with requirements of the investment standard developed by the Agency of strategic initiatives in partnership with All-Russian public organization “Business Russia”.
According to the standard, any subject of the Russian Federation should have a developed, approved and accepted to be executed Investment strategy that should specify investment priorities of the region: the territory, economy sectors, advanced development technologies, kinds of products, works and services being put into production, projects to be implemented.
The investment strategy should describe target programs interconnected with their aims, tasks, implementation schedules and resources, separate projects and measures ensuring growth of investments in the subject of the Russian Federation.
In order to promote further development of the favorable investment climate of Murmansk Region and create conditions for attracting investments into the region’s economy, the order of the Government of Murmansk Region №325-РП of 08.11.2013 approved of the “Road map for introduction of the standard of activities of executive public authorities of Murmansk Region aimed at creation of favorable investment climate in Murmansk Region”. According to the map, Approval of the Investment strategy by Governor of Murmansk Region and publication (adoption of the order of Government of Murmansk Region “On the investment strategy of development of Murmansk Region up to 2020 and for the period of up to 2025”) is scheduled for October of 2014.

From January 1, 2019, amendments to the Tax Code of the Russian Federation come into force, giving employers the right to take into account the costs of tourist vouchers for Russia for employees when calculating income tax.
n addition, in the course of full-time training modules, the problems of interdepartmental cooperation between state and municipal authorities in initiating and developing projects in the field of PPP were discussed, as well as program participants familiarized themselves with the practical aspects of financial structuring and developing a financial model of the project, features of competitive selection of private partners, post- competitive negotiations, tax and budgetary aspects on the example of concession agreements and PPP agreements. In addition, participants familiarized themselves with the methods of evaluating the effectiveness and justifying the comparative advantage.
