Murmansk Region improved its positions in the National rating of the investment climate in the regions of the Russian Federation
Murmansk Region improved its positions in the National rating of the investment climate in the regions of the Russian Federation for 2016, the results of which were presented today at the St. Petersburg International Economic Forum. The region entered the group of the entities with favorable conditions for doing business, taking the 32nd place. It bears reminding that according to the results of 2015 on the integral index the region was also in the third group, but took the 52nd place.
In the course of presentation of the rating, the Director General of the Agency for Strategic Initiatives Svetlana Chupsheva mentioned the improvement of the investment climate throughout the country.
"The average rating index grew by 5.3 points across the country. Positive changes took place in three of the four directions of rating assessment. This is a regulatory environment (connection to networks, obtaining a construction permit, registration of property rights, registration of an enterprise). Generally in Russia these indicators improved by 10% and the terms were reduced accordingly. Growth was noted in the sphere of infrastructure development for business as well as support for small businesses. To a large extent this increase of the support measures satisfaction and effectiveness was shown by state procurement of SMEs, they grew by 157%. Mechanisms of using public-private partnerships by regions improved - plus 51%," - narrated Svetlana Chupsheva.
At the same time, the Head of the Agency for Strategic Initiatives mentioned that the indicators degradation occurred according to the indicator "administrative pressure". Svetlana Chupsheva associated the negative dynamics with the increased demand for business, the severity of assessments by businessmen of supervisory activities and administrative pressure from inspecting and regulating bodies.
Speaking about the work of the regional authorities on improvement of the investment climate condition, Svetlana Chupsheva mentioned the increased contribution of the regional teams according to the results of the 2016.
"The governors, the Heads of the project offices have really involved. In comparison with 2016, 51 regions improved their integral rating. 60% of all rating indicators showed an absolute values increase. Over the three years of the full-scale rating, 43 entities have been actively and constantly working to improve the investment climate and it reflects in the assessments of the business," – said Svetlana Chupsheva.
In respect of the Murmansk Region the Head of the Agency noted the significant dynamics of small and medium enterprises share growth in public procurement.
Improvement of the Murmansk Region results in the rating is related to a thorough analysis of the results of 2015, "correction of errors", interdepartmental interaction strengthening, concluding agreements with municipal administrations on creating conditions for doing business and investment activities and competition development in the Murmansk Region.

n addition, in the course of full-time training modules, the problems of interdepartmental cooperation between state and municipal authorities in initiating and developing projects in the field of PPP were discussed, as well as program participants familiarized themselves with the practical aspects of financial structuring and developing a financial model of the project, features of competitive selection of private partners, post- competitive negotiations, tax and budgetary aspects on the example of concession agreements and PPP agreements. In addition, participants familiarized themselves with the methods of evaluating the effectiveness and justifying the comparative advantage.
