Murmansk Region confirms the status of the region with favorable conditions for business development
Today, the Governor Marina Kovtun held a meeting of the Council on improving the investment climate in the Murmansk Region. The Head of the region recalled that in the National Investment Climate Rating for the constituent entities of the Russian Federation in 2016, the Murmansk Region rose by 20 points, improving its position to the 32nd place. For the third consecutive year, the region is included in the third group of regions, confirming the status of the region with favorable conditions for business development.
"Improvement of the Murmansk Region position in the National Rating for 2016 has been logical - all objective indicators that reflect the region investment attractiveness, have recently had positive dynamics," - said Marina Kovtun.
Thus, in 2016 the Murmansk Region entered the TOP-20 regions with the best results of social and economic development of the territories, for the second year in a row the enterprises of the industrial complex have shown a positive trend regarding the industrial production index, and the work on reducing the tax burden on small businesses gives good results. All these factors have formed positive expectations from the National Rating results, which have been fully confirmed, noted Marina Kovtun.
The detailed results of the National Investment Climate Rating were presented by Arzum Arzumanyan, Head of the Representative Office of the Agency for Strategic Initiatives for Promotion of New Projects in the Northwestern Federal District. He said that work on 16 indicators out of 44 had improved in the region, the greatest breakthrough - in indicators of efficiency of connection to power networks and registration of property rights. In addition, the Murmansk Region is among the leaders in terms of the share of small and medium enterprises in state procurement.
Arzum Arzumanyan noted that the National Rating results largely depended on the effectiveness of implementation of target models for simplifying business procedures - a set of factors ensuring a favorable investment climate, for each of which the target values and indicators for assessing its achievement are defined. High-quality work on the target model is the basis for improving the investment climate, the head of the ASI representative office in the Northwestern Federal District said.
Acting Minister for Development of Industry and Entrepreneurship of the Murmansk Region Oleg Kostenko reported on the organization of work on the introduction of target models for simplifying the procedures for conduct of business in the region. He recalled that "road maps" for the implementation of 11 target models, had been approved in the Murmansk Region, the degree of achievement of indicators for all models amounted to 55.45% that day. The greatest success had been achieved with the introduction of the target model "Registration of land titles and real estate ownership" - the indicators had been fulfilled by 99%.
During the meeting specific instructions were given to the executive authorities and local self-government bodies on the introduction of target models in priority areas for improving the investment climate in the Murmansk Region.
