IV Infrastructure Congress "Russian PPP Week"
From March 28 to March 31, 2017, Moscow will host the largest event in the field of infrastructure development and public-private partnership — the IV Infrastructure Congress "Russian Week of PPP".
The congress is organized by the PPP Development Center with the participation of the relevant federal ministries and the support of the Chamber of Commerce and Industry of the Russian Federation, the Agency for Strategic Initiatives and Delovaya Rossiya. Annually more than 1700 people take part in the events of the Congress. The Russian PPP Week’s agenda includes three days of a conference program and one educational day. The agenda is formed with the participation of representatives of the Ministry of Economic Development of Russia, the Ministry of Transport of Russia, the Ministry of Construction of Russia, the Ministry of Energy of Russia, the Ministry of Health of Russia, the State Duma of the Russian Federation.
Since 2016, the Russian PPP Week has been supported by the Government of the Russian Federation. A welcoming speech of the Chairman of the Government of the Russian Federation D.A. Medvedev was sent to the participants of the congress.
The subjects of the congress cover the main infrastructure sectors - transport (roads and railways, bridges and overpasses, airports and related transport infrastructure) housing and utilities sector (water supply and water disposal, waste management, landscaping), power economy (generation and distribution of electric and heat energy) and social sphere (institutions of education, healthcare and social services).
The business program of the event includes issues related to the strategic planning of infrastructure development at the federal, regional and municipal levels, the attraction of financing for projects with low capital intensity and subsidy opportunities, system barriers to replicating best practices, the improvement of the effectiveness of budget spending on infrastructure, the reduction of risks in the implementation of projects.
One of the key activities of the first day is the presentation of the Ranking of regions in terms of the PPP development level. The methodology of ranking is taken into account by the Government of the Russian Federation when assessing the effectiveness of the investment activity of governors. Also, the ranking on PPP is an integral part of the National ranking on the state of the investment climate.
The second day of the congress is devoted to key aspects of the implementation of PPP projects, namely project management at all stages of the life cycle, the main problems of legal and financial structuring, competitive selection procedure, monitoring and control of project implementation. The prospects of attracting extra-budgetary investments into the development of industrial and agricultural infrastructure, as well as the implementation of PPP projects in the field of information technologies, will be discussed. The traditional format of the Russian PPP week includes conducting of "stress tests" and open presentations of project.
On the third day of the congress, it is planned to consider projects in the sectors of road and rail transport, housing and communal services, healthcare, social services, etc. Representatives of the regions will also have the opportunity to present project initiatives that require further development and fund raising. Within the educational agenda of the Russian PPP Week 2017 training seminar "Financial and legal support of the PPP project at its launch" will be held.

Murmansk Region confirms the status of the region with favorable conditions for business development
Today, the Governor Marina Kovtun held a meeting of the Council on improving the investment climate in the Murmansk Region. The Head of the region recalled that in the National Investment Climate Rating for the constituent entities of the Russian Federation in 2016, the Murmansk Region rose by 20 points, improving its position to the 32nd place. For the third consecutive year, the region is included in the third group of regions, confirming the status of the region with favorable conditions for business development.
