Deputy Minister for Industrial development and Entrepreneurship of the Murmansk region T.V. Russkova chaired the session of Expert Council on Import Substitution
The session of the Expert Council on Import Substitution took place on February 18, 2016 under the chairmanship of the Deputy Minister for Industrial Development and Enterprise of Murmansk region T.V. Russkova at the Ministry for Industrial Development and Entrepreneurship of the Murmansk region.
The main issue of the agenda of the session of the Expert Council on Import Substitution was the project of the regional import substitution plan, prepared as requested by the Chairman of the Government of the Russian Federation D.A. Medvedev.
At the session it was decided to approve the regional import substitution plan and to confirm the selection procedure for the investment projects to be included into the import substitution plan of the Murmansk region.
In order to increase the awareness of the measures taken in this respect, it was also decided to place the informative banner “Import Substitution” on the official websites of the Expert Council members.

From January 1, 2019, amendments to the Tax Code of the Russian Federation come into force, giving employers the right to take into account the costs of tourist vouchers for Russia for employees when calculating income tax.
n addition, in the course of full-time training modules, the problems of interdepartmental cooperation between state and municipal authorities in initiating and developing projects in the field of PPP were discussed, as well as program participants familiarized themselves with the practical aspects of financial structuring and developing a financial model of the project, features of competitive selection of private partners, post- competitive negotiations, tax and budgetary aspects on the example of concession agreements and PPP agreements. In addition, participants familiarized themselves with the methods of evaluating the effectiveness and justifying the comparative advantage.
