Deputy Governor of the Murmansk region G.I. Stratiy chaired Project Office Session
The Deputy Governor of the Murmansk region Grigory Stratiy chaired the Project Office (organizational headquarters) session on March 11, 2016 to monitor the results of the implementation of the Standard for the regional bodies of the executive power branch for creating a favorable investment climate in the Murmansk region and the introduction of the National rating of the investment climate in the Murmansk region (including using of the “road maps” to improve the investment climate based on the best practiсes).
The session involved the representatives of the profiled federal and regional executive authorities and the administration of the Murmansk region.
The session focused on the work in several fields: updating the investment strategy of the Murmansk region till 2020 and for the period through 2025, performing the assigned tasks from the Investment Message of the Governor of the Murmansk region M.V. Kovtun “Investment Climate and Investment Policy of the Murmansk region in 2015”, forming a yearly renewable Plan of the creation of investment objects and infrastructure objects necessary for investors in the Murmansk region (hereinafter referred to as the Infrastructure Plan) for the next year.
The updated Investment Strategy includes the results of the National rating of the investment climate in the Murmansk region and the implementation of the Performance standard for bodies of local self-government of municipal districts and city areas of the Murmansk region for supporting a favorable investment climate on the territory of the municipal entity (hereinafter referred to as the Standard 2.0). The plan of actions to implement the Investment Strategy was amended by the events for the introduction of the Standard 2.0 and the Competition development standard in the Murmansk region.
The Ministry for development of industry and entrepreneurship of the Murmansk region has informed members of the Project Office about forming a report on the results of the implementation of the Infrastructure Plan 2015 and the advisability of changing the form of the Infrastructure Plan for the electronic one and by creating the Plan in relation to investment sites (land plots) and not to economic sectors.

n addition, in the course of full-time training modules, the problems of interdepartmental cooperation between state and municipal authorities in initiating and developing projects in the field of PPP were discussed, as well as program participants familiarized themselves with the practical aspects of financial structuring and developing a financial model of the project, features of competitive selection of private partners, post- competitive negotiations, tax and budgetary aspects on the example of concession agreements and PPP agreements. In addition, participants familiarized themselves with the methods of evaluating the effectiveness and justifying the comparative advantage.
