Business Ombudsman of the Murmansk Region took part in the conference on protection of entrepreneur rights commissioners in Moscow
On May 23-24, the IX All-Russian conference of business ombudsmen was organized in Moscow, where more than 80 business ombudsmen from the regions of Russia took part. The work of the conference was held at the platforms of the Civic Chamber of the Russian Federation and the Ministry of Taxes and Levies of the Russian Federation.
The Murmansk Region was represented by the Commissioner for the protection of the rights of entrepreneurs at the regional level, Dmitry Baryshev.
During the conference Boris Titov, the Presidential Commissioner for Entrepreneurs’ Rights, reported on the work of the Institute of Commissioners for the last work year, summed up the results over five years since the establishment of this institution and presented an annual report to President of the Russian Federation Vladimir Putin on the problems of entrepreneurship and on the tasks set by the country's leadership for the institution of the Commissioners.
The conference discussed issues of electronic veterinary certification and phased transition of the Federal Service for Veterinary and Phytosanitary Surveillance for provision the entrepreneurs with veterinary certificates in electronic formwhich is introduced from January 1, 2018. Moreover, the issues of tariffs for natural monopolies formation and the cost of connection to public utilities networks were discussed. Separately the problem of accumulating nonpayment of monopolies to their own contractors was mentioned. The facts of unjustified overstatement of natural monopolies' expenses in different regions of the country are confirmed by the results of the General Prosecutor's Office of the Russian Federation inspections many of which are initiated according to the views of regional commissioning representatives.
A special section of the conference was devoted to the issues of moving to on-line cash registers and the implementation of a new operation procedure of cash register equipment which provides constant informing of the Federal Tax Service about the ongoing cash transactions and retail network via the Internet.
In order to discuss this topic with the participation of regional commissioners and representatives of the Federal Tax Service of Russia, an operational command unit was established and formed on the basis of the Federal Tax Service of Russia.
Dmitry Baryshev took part in the first operational command unit which was jointly held by the Minister of Taxes and Assessments of Russian Federation Mikhail Mishustin and the Commissioner for the Protection of Entrepreneurs Rights to the President of Russia, Boris Titov. The work of the command unit was held in the large meeting room of the Ministry of Taxes and Levies of Russia.
Mikhail Mishustin drew attention to the fact that the on-line office of the cash register equipment was launched and it is possible to register a cash register. Essurance of the registers maintenance and the formation of a competitive market. 25 manufacturers included in the register 78 models of cash register equipment, including budget models priced at up to 18 thousand rubles. Three manufacturers included in the register four models of fiscal drives, nine organizations received permits for the processing of fiscal data. Thus, all conditions for the reform implementation were provided by the Ministry of Taxes and Levies of Russia.
However, the regional business ombudsmen mentioned that at the moment entrepreneurs still have questions regarding the introduction of on-line cash registers and the moving to a new procedure for settlements. It was mentioned that the main problems of entrepreneurs are connected with the delay in the supply of fiscal drives, high speculative prices for new equipment and unstable Internet operation.
Many of the issues discussed at the conference are relevant in the Murmansk Region that is why after the returning from Moscow Dmitry Baryshev intends to continue the systematic work on identifying problems of entrepreneurship in the region and their entities analysis in conjunction with the Murmansk Regional Prosecutor's Office, the Taxes and Assessments administration for the Murmansk Region, regional executive authorities.
It is planned to involve business associations of entrepreneurs, associations and industrial unions in cooperation on formation of an objective picture of the business climate condition in the region.
