A meeting of the Public Council under the Ministry of Industry and Enterprise Development of the Murmansk region was held
On October 18, 2016 a regular meeting of the Public Council under the Ministry of Industry and Enterprise Development of the Murmansk region was held. It involved the infrastructure to support small and medium enterprises of the Murmansk region.
The main issue during the meeting was the presentation of the members of the Public Council of the concept of changes made to the law of the Murmansk region "On state support of investment activity on the territory of the Murmansk region" and the tax laws relating to the introduction of new forms of state support to participants of regional investment projects and special investment contracts.
These changes will provide the subjects of investment activity with more substantial preferences (as compared to the existing support) for corporate income tax: zeroing part of the tax paid to the federal budget and a reduction of tax rates to 10% in the part, paid to the regional budget.
An additional advantage of the special investment contract is an opportunity to participate in the conclusion of such a contract by the Russian Federation, a subject of the Russian Federation and a municipality, which significantly increases the list of possible support measures for the investor.
The members of the Public Council supported the proposed by the Ministry changes in the current legislation, and gave a number of recommendations for its improvement.
The meeting also addressed the issue of interaction between the infrastructure to support small and medium enterprises of the Murmansk region and non-governmental organizations representing the interests of the business community of the Murmansk region. The creation of development programs for small and medium-sized enterprises in the Murmansk region and their subsequent implementation was also part of the agenda.
Following the meeting the participants agreed to hold a series of joint outreach activities in the municipalities of the region, including Closed entities, to inform newcomers and more experienced entrepreneurs about the existing forms and types of support, as well as launching a series of educational activities.
